ABSTRACT

The problem of Government revenue sharing in Nigeria have failed to achieve the goals desire by government and people of Nigeria, many factors have been blamed for this failure. Among these factors are: Political, Economic and Social. The objective of this study, therefore, is to analyse these factors and show whether or not they really affect successful sharing of revenue crisis in Nigeria. To attain this objective, questionaires were used, including a face to face interview conducted among civil servants in federal Ministry of Finance Kaduna, State Board of Internal revenue staff, Plateau and Kaduna State staff of Ministry of Finance and Economic planning. Information drawn from the questionaire were analysed and interpreted along with information drawn from various publications. The study will show that preservations and advancement of the course of ethnic tribal, religious and geo-political interests, the over concentration of the main sources of national earning in a particular geographical area of the country at different point of our national history and finally, the current population upsurge in the country, adversely affects successful management of revenue sharing crisis in Nigeria. In view of these findings, the researcher has recommended that:- (i) Government should henceforth concentrate on the identification and articulations of programmes of National integration, capable of fostering the spirit of oneness, sacrifices collective acceptance and pursuit of national goals, (ii) Government revenue Sharing (allocation) policy must reflect the ideals of justice, equity and fair play in the eye of most Nigerians, (iii) The federal government should concede some functions presently being perform by her to States and Local Government Councils to boost their financial positions and consequent performance of their statutory functions. vii (iv) Government should discourage the glowing sense of regional pride and superiority, feelings of regional self-importance, delusion and consequent arrogance in every process to sharing of federally collected revenue among tiers of government through programmes of economic diversification and intensification of geological surveys in all nooks and corners of the country with the view to diversify sources of national earning. Population explosions should be minimised through government legislation and active public enlightenment campaign to reduce much responsibility on various level of government.
