ABSTRACT
Implementation is a very complex and important aspect of Physical Planning, because it covers different activities by different agencies, therefore, it's successful implementation cannot be assured at the early stage. The success of any plan depends on it's translation into reality, the it gain from the policy makers, Financial resources available, the implementation policies supervise the implementation of the proposed plan. Therefore, it is imperative to pay more attention on implementation in the planning process, because. Planning is never complete without implementation. The first section of this study comprises introduction, statement of the research problem, aim, objectives, scope and limitation. The second section of the study covers literature review of implementation process, concepts of implementation studies and problems of master plan implementation in Nigeria. The third section is an appraisal of the Greater Yola Master Plan using the management model considering three variables viz Time, Cost and Quality. These variable help in appraising of the implementation of the Master Plan, by discovering among the three variables which is sacrificed in the implementation of each of the Master Plan Proposals. Section four of the study deals with the problems that affect the implementation of the Master Plan. This gives an insight of the master plan appraisal using Time. Cost and Quality. Finally, section five of the study deals with proposals and recommendation or measures to be taken improve physical plan implementation in future. Some of the measures include sourcing of fund to implement physical plans, employment of qualified personnel, servicing of layouts before allocation among others.
