ABSTRACT
EVALUATION OF THE EXISTING MINNA MASTER PLAN TO DETERMINE ITS ADEQUACY WITH REGARD TO OFFICE AND RESIDENTIAL LAND ALLOCATION Minna, a town which came into existence in 1914, is located in Niger State. It has under-gone a lot of changes. Firstly, its initial development was due to its location and a railway junction but later it acquired some administrative importance. about 1950 Minna became headquarters for the former Niger Province, In 1967, under the former North Western State, it became a divisional headquarters which it remained until it became the capital of Niger State in 1976. In 1973 a firm of planners, Dar-al Handasah was commissioned to draw up a Master-Plan to guide the future growth of the town to the year 2003. This plan appears to be inadequate to cater for the new role of housing the state secretariat and of providing housing and other amenities required by a larger and far more heterageneous population. The two most important land consuming activities resulting from this role change for Minna are public administration and residential. Evaluation of the short term and long-term land demands for these activities becomes a pressing concern for those who are interested in the orderly development of the town. The desire to find out the extent of this unexpected demands by these two elements on the already existing provisions has led to this study. The objectives of the study are; a. To review the master plan drawn up for Minna by Dar-al Handasah with particular reference to relevant chapters on offices and residential land allocations. b. If the land allocated for office and residential use by the master-plan is found to be inadequate, to make recommendations as to what new requirements would be up to the plan period 2003.
