ABSTRACT
The New Millennium plan is packaged as master plan, against this background, the package would have been packaged as development plan as there cannot be a master plan in a master plan since there is a master plan for Kaduna metropolis. As such this study will address the New Millennium Development Plan as Master Plan as prepared and package. Plan implementation ensures the successful delivery of the benefits of planning and urban management. In Nigeria, master plan implementation suffers setbacks due to several factors. The New Millennium City in Kaduna metropolis is an example of a government client project which exhibits evidence of a number of setbacks in its plan implementation. The assessment of the master plan implementation of the New Millennium City was based on the physical survey on site, interview of the stakeholders, picture capture of the area, records collected from the stakeholders and developing an assessment chart. Percentage score formula was used to calculate the performance of each physical development component (housing, hospital, infrastructure etc) with the rating scale developed. Housing and medical facilities are about 77.3% and 75% implementation with rating of excellent performance while other plan components score below 30% with a rating of poor performance. From the study it appears that economic factor is the main factor responsibly for the poor implementation of the New Millennium City Plan. It is a determinant for other factors such as political, administrative, legal and technical. One of the recommendations was that a sound operational project guideline plan should be provided and carefully studied for any proposed project like the New Millennium City, Kaduna for its success.
